Obama hails multi-billion dollar jobs plan

US President Barack Obama proposed a $447 billion jobs package on Friday to tackle unemployment which has grown to more than 9 per cent of the American population.

The high-stakes address to lawmakers in Washington came as President Obama's approval ratings hit a new low amid worries America is once again close to recession.

"I am sending to Congress a plan that you should pass right away. It is called the American Jobs Act," said Obama, who will face presidential elections next year.

"There should be nothing controversial about this piece of legislation. Everything in here is the kind of proposal that's been supported by both Democrats and Republicans. It will create more jobs for construction workers, more jobs for teachers, more jobs for veterans and more jobs for the long term unemployed."

The proposals include tax cuts for workers and businesses and an extension of unemployment insurance to confront what the US leader called "a national crisis."
