The parliamentary Constitution Commission will discuss on Thursday a motion by the coalition Democrats (SDS), Citizens' List, Pensioners' Party (DeSUS) and New Slovenia (NSi) to abolish the upper chamber of parliament, the National Council.
All coalition parties bar the People's Party (SLS) filed on 17 April a proposal for constitutional changes that would pave the way for abolishing the National Council, despite the fact that they do not have the required two-thirds majority to to push them through. The SLS and the opposition Positive Slovenia (PS) and SocDems meanwhile lean towards changes that would see the upper chamber restructured. The commission will also discuss the formation of an expert group that will go through the proposal. Legal expert Miro Cerar, who coordinates the group dealing with constitutional changes for introducing the golden fiscal rule, said that the same group could go through the proposal on the National Council. According to him, it would be sensible to reach a decision about the National Council before the end of the year, when the terms of the incumbent councillors will run out.
